Customs and Border Management

STC resources have deep expertise in customs and border management, demonstrated by projects across Africa, Asia, MENA, and Latin America. The firm has implemented modern customs systems, developed risk management frameworks, and provided strategic guidance for customs modernisation initiatives. When considering the modernisation of customs, STC leverages a comprehensive range of instruments, policies, and standards from leading international agencies such as the WCO, WTO, UNCTAD, UNECE, regional, muti-lateral and bi-lateral agreements, and others. These include:

World Customs Organization (WCO)

  • Revised Kyoto Convention (RKC): Establishes guidelines for the simplification and harmonization of customs procedures.
  • SAFE Framework of Standards: Aims to secure and facilitate global trade, focusing on the security of the supply chain and trade facilitation.
  • Data Model: Provides a standardized data set for customs processes to ensure consistency and interoperability.
  • Time Release Study (TRS): A tool to measure the efficiency of customs procedures in the clearance of goods.
  • Risk Management Compendium: A guideline for establishing a Risk Managed based operating model

World Trade Organization (WTO)

  • Trade Facilitation Agreement (TFA): Contains provisions for expediting the movement, release, and clearance of goods, including those in transit, and sets measures for effective cooperation between customs and other appropriate authorities.
  • Harmonized System (HS) of Tariff Classification: An internationally standardized system of names and numbers to classify traded products.

United Nations Economic Commission for Europe (UNECE)

  • UN/EDIFACT (Electronic Data Interchange for Administration, Commerce and Transport): An international standard for electronic data interchange.
  • Single Window Recommendation No. 33: Provides guidance on establishing a single window for international trade, enabling traders to submit regulatory documents at a single location.

International Maritime Organization (IMO)

  • FAL Convention: Facilitates maritime traffic by standardizing forms and documents.

Other Relevant Instruments and Standards

  • ISO 28000: Specifies the requirements for a security management system, including those aspects critical to security assurance of the supply chain.
  • ATA Carnet System: An international customs document that permits the tax-free and duty-free temporary export and import of goods for up to one year.

By integrating these instruments, policies, and standards, STC ensures that customs modernisation initiatives are aligned with global best practices, fostering efficiency, security, and compliance in customs and border management operations. This approach not only streamlines customs procedures but also enhances the overall trade environment, contributing to economic growth and regional integration.
